No signal means "no data," never a fake score.

Behind it sits a new Skills experience — an evidence engine, not a self-rated survey. Your skills are assembled from what Rypple actually observes: coaching conversations, peer and 360 feedback, and whether you follow through on what you say. A skill only gets a confident rating when there's real evidence to back it up; until then it's honestly labeled "forming."
